Cabinet ministers have often been accused of being more focused on the party than on administration, thus one should allocate Cabinet berths on the basis of administrative capabilities, experience and meritocracy rather than political influence at least on the key economic portfolios. My choices would be:
 
Ministry of Finance - Arun Shourie, given his eminence in the field of Economics

Ministry of Commerce and Industry - Subramaniam Swamy
