The October 8 announcement covers Cognizant, Infosys, TCS, Wipro, HCL, Capgemini, Microsoft and Adobe. The action concerns their participation in the Permanent Labor Certification programme, commonly called PERM.

US Labour Secretary Keith Sonderling said the department would neither accept new nor process pending permanent labour-certification applications involving these companies. That is the announced scope of the application freeze.

PERM is one stage of a longer process
For many employer-sponsored green-card cases, labour certification precedes an immigration petition to USCIS. Certification itself is not a green card, and not every employment-based category requires it.
