Was it poor visibility or a technical fault that caused the helicopter crash in Coonoor?

Defense officials have retrieved the 'black box' from the wreckage of the IAF Mi-17V5 helicopter. Defence Minister Rajnath Singh has also informed Parliament that a tri-services inquiry has begun into the chopper crash. The inquiry will be headed by Air Marshal Manvendra Singh.
