UNSC Reforms: Ambassador Parvathaneni Exposes Flaws In Latest UN Elements Paper

India's Permanent Representative to the UN, Ambassador Harish Parvathaneni, raised concerns over the UN Security Council reform Elements Paper, saying it reflects co-chairs' interpretation rather than member state consensus. He said convergence cannot mean unanimity and must reflect the majority views of member states in the IGN process. He cited UNGA Decision 62/557, emphasising a member-driven process for widest political acceptance and rejecting premature bridging proposals. He also criticised the fixed regional seats concept, saying it does not expand permanent membership and weakens regional representation. He urged text-based negotiations with clear milestones and timelines, asking co-chairs to revise the paper for objectivity and clarity. India reiterated support for meaningful UNSC reform through inclusive multilateral negotiations among member states for a balanced global outcome
