The revised start date is still pending

NPCI's October 13 notice says MDR on select merchant transactions will be implemented after Diwali, at a date to be notified separately. The notice does not supply a replacement calendar date. Read the eventual implementation circular before changing a shop's payment-acceptance arrangements.

MDR concerns accepting a merchant payment
2/5

Merchant discount rate is the fee framework for accepting an eligible payment. The current notice concerns select person-to-merchant transactions. A customer scanning a shop's QR code and a person transferring money to a friend are different transaction contexts; the notice does not announce a blanket charge on both.

An eligible ₹5,000 payment illustrates ₹20
3/5

For illustration, 0.4% of ₹5,000 equals ₹20, while 0.4% of ₹10,000 equals ₹40. These calculations assume an eligible merchant transaction under the reported framework. They show the scale of the merchant fee, rather than establishing a surcharge payable by every customer.

The cap matters on larger payments
4/5

At the reported 0.4% rate, an eligible ₹1 lakh transaction would calculate to ₹400 before applying the ₹300 cap. The example therefore reaches the cap. Eligibility and exemptions still matter; the percentage alone cannot tell a shopkeeper the fee on every payment received.

Check the payment provider's final terms

A shopkeeper should check the notified start date, merchant-category eligibility, transaction threshold and settlement-fee statement with the acquiring bank or payment provider. Customers should read any separately displayed checkout charge. The postponement is a timetable update; detailed implementation instructions remain the next document to watch.
