India has moved beyond calling for dialogue in the Russia-Ukraine war and put forward a broader ceasefire proposal covering three key areas: attacks on energy infrastructure, the movement of grain and energy through Black Sea ports, and the safety of commercial shipping. Ukraine says it has received four ceasefire proposals — from India, the US, Türkiye and Egypt — and has described India’s as the “most comprehensive.” The development comes as Russian President Vladimir Putin praises Prime Minister Narendra Modi’s peace efforts and says Modi raises the Ukraine conflict at his meetings with him. India’s approach focuses on areas where both Moscow and Kyiv have immediate interests, rather than attempting to resolve every territorial and security dispute at once. For New Delhi, the stakes are also practical. Disruptions in the Black Sea affect food, energy, fertiliser and trade flows, with recent damage to Black Sea infrastructure already disrupting India-bound Russian sunflower oil shipments.
