
Finance Minister Nirmala Sitharaman has outlined an ambitious roadmap to decentralize India's Global Capability Centers (GCCs), shifting focus from saturated metros to thriving Tier-2 and Tier-3 cities like Visakhapatnam, Chandigarh, and Mysore. This strategy aims to foster balanced regional development while leveraging lower operational costs. The 2026-27 Union Budget introduces critical reforms, including a unified safe harbor regime, simplified transfer pricing, and the creation of university townships. By fostering industry-academia partnerships and strengthening digital infrastructure, the government intends to transition India from a cost-efficient destination into a globally leading innovation hub for AI, engineering design, and enterprise product development.
