The Telecommunications Bill 2023, introduced by Union Minister Ashwini Vaishnaw in the Lok Sabha, addresses critical aspects of national security, allowing temporary control of telecom services. Notable changes include the exclusion of over-the-top (OTT) apps from regulation, the replacement of the historic Indian Telegraph Act, and a focus on trusted sources for telecom equipment. The bill proposes significant shifts in spectrum allocation for satellite broadband and introduces strict penalties for unauthorized entry into telecom networks. It aims to streamline regulations, curb TRAI powers, and rename the universal services obligation fund to Digital Bharat Nidhi. The President was informed in August 2023, following Cabinet approval.
