Pradeep Bhargava, Director of Cummins India and a manufacturing veteran, thinks Narendra Modi has some work to do before the "sufficient" condition is achieved, particularly for manufacturing to grow in India. "Having won Delhi, he now has to build bridges with the states. States control land, power, water and labour," Bhargava said.
The executive added he was confident Modi can do it considering the windfall that awaits states if they cooperate. "Manufacturing growth will mean both commercial and political rewards for states. States can increase revenue through more taxes and also generate employment. States will play ball," he said.
Manufacturing production continues to remain sluggish in India with moderate expansion of new businesses and lower output. The HSBC India Purchasing Managers' Index (PMI) for April was at 51.3, unchanged from the previous month. That indicated modest growth even as factories reported improving operating conditions in April.
India hopes to create 100 million manufacturing jobs by 2022 - that would be a distant dream unless Modi can weave his magic on states quick. "He has to work with all the states, either Lotus or Cycle, to boost manufacturing," Bhargava said.
