Paraguay has quietly entered the global competition for wealthy migrants and mobile investors with a new investor visa programme that offers something increasingly rare: direct permanent residency without years of temporary permits first.

The "Investor Pass," launched through the country's Ministry of Industry and Commerce and General Immigration Directorate, expands Paraguay's existing investor immigration framework across four investment categories: real estate, stock market, tourism and business. Successful applicants receive permanent residency directly, valid for 10 years and renewable indefinitely.

Investment routes and what they cost

Four pathways are available under the Investor Pass, at varying investment thresholds, according to Immigration consultancy firm Fragomen:

Business investment (SUACE route): A minimum of $70,000 (approximately Rs 67 lakh) plus the creation of at least five jobs for Paraguayan citizens. Applicants must submit an investment plan for commercial or industrial activities, pre-approved by the Ministry of Industry and Commerce.

Tourism investment: A minimum of $150,000 (approximately Rs 1.44 crore) in tourism-related infrastructure, services or activities.

Real estate investment: A minimum of $200,000 (approximately Rs 1.92 crore) in real estate projects. Eligible investments must involve the acquisition, development or operation of property not intended for personal use.

Stock market investment: A minimum of $200,000 (approximately Rs 1.92 crore) invested in Paraguay's stock market for a minimum period of two years.

What the residency gives you

Permanent residency under the Investor Pass authorises holders to work, operate businesses, and engage in any lawful economic activity in Paraguay. The permit runs for 10 years and can be renewed repeatedly, with no requirement to give up residency elsewhere.

One limitation worth noting: family members cannot be included in the initial application. Dependants must apply separately for temporary residency. After two years, however, the principal applicant can sponsor eligible family members for permanent residence.

Interest in residency-by-investment and second-residency strategies has risen sharply among wealthy Indians since the pandemic, driven by visa backlogs in Western countries, rising global taxation concerns, geopolitical uncertainty and an increasingly complex immigration landscape elsewhere.
