According to a BBC report, in a memo sent to the company's staff, Costolo admitted the bullying behavior on the network was driving users away.
He wrote that the company sucked at dealing with abuse and trolls on the platform and has "sucked at it for years".
The statement came after a series of high-profile users quit the platform in recent months, citing online abuse.
Costolo, however, promised the company will bring in further user controls and improvements in the way users report abusive accounts in coming months.
